South Kaipara Medical Centre Limited Partnership

Annual Report to 30 June 2017

This is the third full financial year of operation under our Limited Partnership business ownership model and the second year with appointed independent auditors William Buck Christmas Gouwland. Once again it is good to receive an unqualified audit.

We are pleased to report a modest net profit of $57,225 against a loss of $20,984 last year. This can largely be attributed to a one-off additional income of $23,000 from the Kare Project and the After-Hours U13 services payments of $60K which included back payments from 1 July 2015. However, it is important to note that neither of these one off payments create a financial turnaround for this strategic health asset in our South Kaipara community.

Income increased by 7% to $2,307,244 against a 3% increase in expenses to $2,259,054. The business carries no long term liabilities and cash flows have remained positive throughout the year through careful and prudent management.  Leave liability remains higher than we would like to see or had budgeted for,  but staffing to provide a full service is the priority and we are appreciative of the hard yards many staff willingly contribute to ensure this can be delivered.

Locum costs increased by 74% as we have strived to ensure full coverage for our medical team to cover Doctor vacancies, maternity and annual leave. A shortage of GP Doctors is a well known and nationwide issue with no immediate resolutions in sight. Despite active management of debtors and access to discretionary funds for those most financially challenged in our community this remains a burden for the business to carry.

Approval for a new server was granted by the Helensville District Health Trust from the Ron Staples fund this financial year. This was the only significant capital item purchased this year.

This year we farewelled some long standing staff. This included Julie Duff (since 2008) and Janice Lemke (since 2013).  They both moved out of the district. In turn, we welcomed Anna Heaslip and Rhonda Wilburn to the Kaipara Medical Centre team.

Doctors Holly Shine & Trinh Wright are both on maternity leave. We congratulate them on the births of their babies and look forward to welcoming them back into the practise in due course.

Our hard working management team & Board have been carefully assessing & exploring options to ensure that this business can be financially sustainable in the future. ProCare conducted a time & motion study in May and the results of this have provided some clear pathways for the business to improve its operational performance.

It is also apparent that a reconfiguration of the administration and waiting areas is overdue and work has started now on assessing how we can improve the patient experience from their bookings and arrival at reception to their departure. It is likely that plans will include a dispensary which will provide many patients with the convenient option of getting their medications before they depart the premises. All options are being considered including consideration of how we best manage the funding & policy changes that have been clearly flagged by the Ministry of Health.

Our enrolled patients have increased from 6296 to 6390 and reflect the nationwide trend of aging demographics. In addition, we have an increase in our quintile 5 high needs individual now representing 31% of our enrolled patients.

We strongly encourage all new enrolments and existing patients to join and use the Manage My Health portal which provides convenient and direct access medical tests, prescription renewals and online bookings for appointments.

We would like to sincerely thank our medical and administration staff who have worked tirelessly to deliver outstanding health services to our community. This includes the shared financial services support we receive from the Health Trust ably lead by Anne Marie Spice who also facilitates the relationship and work with our Auditors.

I also acknowledge and thank a very dedicated and hardworking Board of Directors with independent, thoughtful experience and knowledge that ensure decisions the Board makes are sound and appropriate for our business and the community that we service.  This year we farewelled Glenn Wilcox who was seconded from the Runanga on a 12 month term.  We welcome Ngaire Lyall who has joined the Board representing the Nga Maunga Whakahii.
